บทคัดย่อ
การศึกษากระบวนการนำเข้า-ส่งออกสินค้าปศุสัตว์ผ่านด่านกักกันสัตว์ระหว่างประเทศ เป็นการสนับสนุนการปฏิบัติงานของด่านกักกันสัตว์ ในการควบคุมการเคลื่อนย้ายสัตว์และซากสัตว์ป้องกันการแพร่ระบาดของโรคสัตว์ ซึ่งมีเนื้อหาสาระสำคัญคือ กระบวนการนำเข้า-ส่งออกสินค้าปศุสัตว์ การเก็บตัวออย่างสินค้าปศุสัตว์ และหน่วยงานอื่นที่เกี่ยวข้องในการดำเนินการพิธีการนำเข้า-ส่งออก ผู้เขียนซึ่งปฏิบัติงานที่ด่านกักกันสัตว์ระหว่างประเทศ ได้พบกับปัญหาอุปสรรคในการดำเนินงานในขั้นตอนงานพิธีการ ตรวจสอบเอกสารประกอบการยื่นขอหนังสืออนุญาตจากด่านกักกันสัตว์ ซึ่งเอกสารประกอบดังกล่าว มีจำนวนและรายละเอียดมาก จึงได้ศึกษากระบวนการนำเข้า–ส่งออกสินค้าปศุสัตว์ผ่านด่านกักกันสัตว์ระหว่างประเทศ เพื่อเสนอแนะแนวทางการตรวจสอบเอกสารที่เกี่ยวข้อง ตลอดจนขั้นตอนการปฏิบัติงานสำหรับเจ้าหน้าที่ผู้ปฏิบัติงานด่านกักกันสัตว์ระหว่างประเทศ เพื่อให้การพิจารณาอนุญาตนำเข้า-ส่งออกสินค้าปศุสัตว์ เป็นไปด้วยความรวดเร็วและถูกต้อง ของสินค้าปศุสัตว์ตามที่ยื่นขออนุญาตไว้ และเป็นสินค้าปศุสัตว์ที่มาจากท้องที่ที่มีการอนุญาตให้นำเข้า-ส่งออก

Abstract
The study of import – export processes about livestock good through the international animal Quarantine station to be supporting the barrier works for a control of emigrating the animal and animal remains in order to prevent the animal epidemics. The main contents are the of import – export processes about livestock good, the collection of livestock good sample, and the department that is related to the operation of import – export procedures. Author working for the Quarantine has been found problems such as working on operating procedures, proving a detail and number of approval documents. For this, researcher aimed to study the of import – export processes about livestock good through the Quarantine, including the operation of procedures for officer who were working for the Quarantine, as for, the import – export approval processes would fast flow and correct, and for being a livestock good which located in the import – export area approved.
